Compliance requirements
A bidder may be excluded if the bidder, or a person in its management, supervisory or representative bodies, has been convicted within the previous five years of participation in a criminal organization, corruption, fraud, terrorist offences, money laundering, terrorist financing, unlawful use of child labour, or human trafficking, or remains subject to an exclusion period imposed by a conviction. Exclusion grounds also include outstanding tax or social security contribution obligations and circumstances in which awarding the contract would breach an international or Estonian government sanction. The notice sets the debt threshold at EUR 0; the document notes that tax-debt certificates are not issued for debts below EUR 100 or where payment has been deferred. Where permitted for this procurement, a bidder may provide evidence of measures taken to restore its reliability.
