It must also declare whether it has unpaid taxes or social security contributions. Exclusion grounds also include bankruptcy, insolvency or liquidation proceedings; enabling a foreign national residing unlawfully to work, including by paying less than the legally required wage; being subject to international sanctions; local tax debt in the contracting authority’s location; and convictions for tax offences. The bidder must confirm that it will not involve a subcontractor that must be replaced under the procurement rules. Qualification criteria and exclusion grounds

The bidder must be entered in the commercial register in its country of establishment; a bidder established outside Estonia must provide a valid registration certificate. The bidder’s average annual net turnover for the three most recently completed financial years, 2023–2025, must be at least EUR 40,000 per year. The bidder, or the joint bidders collectively, must have completed at least two relevant owner’s supervision service contracts during the 36 months before publication of the contract notice. Under each contract, at least 500 metres of public water supply and sewerage pipelines must have been constructed or reconstructed in a shared trench, and at least one of the contracts must also have involved construction of a wastewater or stormwater pumping station. The works must have been accepted by the client. Submit a list of the contracts with information enabling the contracting authority to assess these requirements. The team must include three qualified key experts: - An owner’s supervision specialist for public water supply and sewerage facilities, holding at least a Level 7 certified water supply and sewerage engineer qualification, specialised in external water supply and sewerage and with owner’s supervision competence, or an equivalent qualification from the country of establishment. - A roadworks owner’s supervision specialist holding at least a Level 7 certified road engineer qualification, specialised in road construction and maintenance, or an equivalent qualification from the country of establishment. - An electrical and automation owner’s supervision specialist holding either the specified Level 7 certified electrical engineer qualification for consumer electrical installations, including design, construction, operation and supervision competence, or at least Class B electrical installation competence to manage electrical work, organise operation or conduct audits. The bidder must hold the required registrations in the Estonian Register of Economic Activities: owner’s supervision activities for public water supply or sewerage and for roads; and, in the electrical work activity, at least one of the following types: electrical installation design, construction/installation, or expert examination of electrical installation projects. Submit a register extract. Submit Form 1 (tender notice) and the Part IV price schedule. For a joint bid, submit Form 2. Submit Form 4 listing the bidder’s team. If a key expert is not employed by the bidder under an employment contract and will participate as a subcontractor or under a contract for services, submit Form 3. If subcontractors will directly perform part of the contract, submit Form 5 and written consent from each listed subcontractor to participate in the bid. The notice also requires the bidder to confirm that the offer complies with the procurement documents and to provide evidence of equivalence where relevant. The bidder must identify and justify any information claimed as a trade secret; prices and other specified evaluation-related numerical information may not be designated as trade secrets.
