Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

A bidder may be excluded if it, or a person in its management, supervisory or control bodies or authorised to represent or control it, has a final conviction within the preceding five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or child labour or human trafficking. Exclusion may also apply where the bidder has breached tax or social-security payment obligations, has been convicted of enabling a foreign national to work without a lawful basis or in breach of applicable employment conditions, or where awarding the contract would violate an international or Estonian government sanction. A tax debt below €100 is not treated as a debt for the stated Estonian tax-certificate rule, and payment arrangements are also taken into account. The notice also identifies restrictions on participation based on the bidder’s place of residence or establishment. Where legally available, a bidder may submit evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

The bidder’s net turnover in each of the three most recently completed financial years before publication of the contract notice must have been at least €200,000. The bidder must be able to provide professional end-to-end organisation of the events, including the necessary organising team and service providers. For each mini-competition or order, the framework partner must submit details of the proposed project manager using the contracting authority’s CV form, signed by the project manager. The project manager must meet the experience requirements in section 8.1 of the technical description and perform the duties set out in section 8.3. Unless the order specifies otherwise, the project manager must be present on site throughout the event. The bidder must confirm that its offer complies with the procurement documents; conditional offers are not permitted. Prices must follow the structure specified in the pricing schedule. The bidder must favour environmentally responsible solutions during contract performance, including online meetings where practicable, avoiding unnecessary printing, using efficient digital file-sharing methods and deleting unnecessary digital materials after performance. Events must comply with the national guide for environmentally responsible event organisation. During contract performance, subcontractors and suppliers must be established or resident in Estonia, another EU Member State, an EEA contracting state, or a state party to the WTO Agreement on Government Procurement. If subcontracting or suppliers are used, the bidder must also comply with the applicable EU sanctions restriction described under the exclusion grounds. Joint bidders must appoint an authorised representative and provide the corresponding power of attorney. The bidder must identify authorised persons who can represent, make decisions for or control it but are not visible in the commercial register, or state that there are no such persons. Any information designated as a trade secret must be identified and justified; the offer price and other specified price or evaluation-related figures may not be treated as trade secrets. No separate project-manager details are required with the initial framework bid; they are submitted for each mini-competition or order.
