Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must confirm that no applicable international or EU sanction prohibits entering into or performing the contract, including making related payments. A bidder in liquidation or whose business activities have ceased will be excluded. The bidder may also be excluded for knowingly submitting false information or forged documents to establish the absence of exclusion grounds or compliance with qualification requirements, where this could affect the procurement decision. The contracting authority may verify the information and request evidence or explanations; before deciding on exclusion, it will allow the bidder to provide explanations. The decision will be reasoned in writing, and an immaterial error or correctable formal defect alone is not grounds for exclusion.

Qualification criteria and exclusion grounds

The bidder must have properly completed, within the five years preceding the tender submission deadline, at least three production greenhouse construction projects that included installation and commissioning of the associated technical systems. Each reference greenhouse must cover at least 5,000 m² and include its supporting structure and covering, as well as installed and commissioned heating, irrigation and climate-control systems. By the submission deadline, all three greenhouses must have been completed, handed over to the client and in use. Submit the completed reference form with each greenhouse’s location, area, client, description of works and systems, acceptance and commissioning dates, and client contact details. If relying on another entity’s experience, provide that entity’s commitment to participate and make the necessary resources available. The bidder must have access for contract performance to a suitably qualified specialist responsible for the construction works. Provide the specialist’s name, role, qualification or competence certificate number and registry reference, or a copy of the certificate, together with confirmation that the specialist is available and agrees to participate. The certificate’s scope must cover the assigned work. For a foreign qualification, provide equivalent evidence and ensure recognition required in Estonia before the specialist starts work. The offer must meet the technical requirements and cover the full scope. Provide technical details for the greenhouse and systems, including equipment manufacturers and models; substantiate any permitted equivalent solution. The total price must include all required works, supplies, installation, connections, testing, adjustment, training and documentation. Complete the works and hand over an operational greenhouse by 31 May 2027, with the systems installed, connected, tested and adjusted, user training completed, and as-built documentation and operating instructions delivered. Include a schedule showing the main supply, construction, installation and testing stages and final handover. Submit the client’s completed price form as an Excel file, showing required unit prices, line totals, total excluding VAT, applicable VAT and total including VAT. Do not change the specified quantities or omit work. Where a line’s cost is included in another line, enter zero for that line and explain where the cost is included; do not charge the same cost more than once. The form’s total excluding VAT must match the total excluding VAT entered in the Public Procurement Register. The offered goods must not be subject to international sanctions or originate from sanctioned regions.
