Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

A bidder may be excluded for relevant final convictions within the last five years, or an exclusion period still in force, involving participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or human trafficking. The grounds also cover unpaid taxes or social security contributions; insolvency, bankruptcy, liquidation, an arrangement with creditors or suspended business; serious professional misconduct; competition-distorting agreements; an unmanageable conflict of interest or involvement in preparing the procurement; early termination or sanctions for serious or repeated breaches of previous contracts; false or misleading information, failure to provide requested information or documents, or improper attempts to influence the procurement or obtain confidential information; and breaches of environmental, social or labour obligations. National grounds include enabling the unlawful employment of a foreign national, being subject to an international or Estonian government sanction, and certain tax offences. For Estonian tax debts, the stated threshold is zero, but the notice explains that debts below EUR 100 or debts whose payment has been deferred are treated as specified by tax law. Where permitted for this procurement, a bidder may submit evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

The notice and available documents do not specify financial capacity, turnover, or prior-experience thresholds. The bidder must identify the manufacturer, model and product code of the offered monitors and privacy filters and provide product sheets; the technical specifications are set out in section 2 of Appendix 1 to the procurement documents. For a joint bid, the bidders must appoint an authorised representative and provide the relevant power of attorney. The bid must confirm compliance with the procurement documents and explain and evidence equivalence where applicable. The bidder must declare any REACH Candidate List substances exceeding 0.1% by weight in the monitors, including the display device and backlighting, housings and panels, and external AC/DC cables, adapters and power banks, and provide evidence of their presence or absence. The bidder must provide a reuse and recycling service for equipment taken out of use in accordance with Directive 2012/19/EU. The bid must describe how and through whom collection, confidential handling of data storage media and data deletion, and dismantling for recycling or disposal will be arranged. If the bidder is not a member of a producer responsibility organisation, it must provide evidence of cooperation with a licensed waste operator or, if it handles waste itself, an environmental permit for waste management. The bidder must also make the required declarations concerning international and government sanctions and identify any information claimed as a trade secret with reasons; bid prices and specified evaluation-related figures may not be designated as trade secrets.
