Purchase of spare parts for boiler control valves

The bidder must confirm that none of the exclusion grounds under § 95(1) of the Estonian Public Procurement Act applies. These grounds cover specified serious criminal offences committed by the bidder or relevant persons acting for or controlling it, including participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, unlawful employment of foreign nationals, illegal use of child labour and human trafficking. They also include outstanding state tax, contribution or environmental-charge debts, or tax or social-security contribution debts under the law of the bidder’s country of establishment, and being subject to an international sanction, unless awarding the contract would not breach that sanction.

The bidder must be registered in the commercial register or a similar register in its country of establishment where required by that country’s law. The contracting authority will verify the details of bidders registered in Estonia; foreign bidders must provide the required registration information. An intermediary must submit a document issued by the goods manufacturer confirming its authority to supply the goods, such as an authorisation or written confirmation. A bidder that is itself the manufacturer must submit a written confirmation. The bidder must provide documents supporting its competence.
