Compliance requirements
The bidder must declare whether it or its relevant representatives are subject to exclusion grounds, including convictions for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or human trafficking; unpaid taxes or social security contributions; breaches of environmental, social or labour obligations; insolvency, liquidation, suspended business activity or similar circumstances; serious professional misconduct; anti-competitive agreements; unmanageable conflicts of interest or involvement in preparing this procurement; significant or persistent breach of previous contracts; false or withheld information, failure to provide requested documents, or improper attempts to influence the procurement. National grounds also cover enabling the unlawful employment of foreign nationals, applicable international sanctions and tax offences. Where permitted and applicable, the bidder may provide evidence of measures taken to restore its reliability. The tax-debt information notes an exemption where the total debt administered by the same tax authority is below EUR 100 or payment has been deferred.
Qualification criteria and exclusion grounds
The bidder’s net annual turnover must have been at least EUR 300,000 in each of the last three financial years completed before the procurement began (2023, 2024 and 2025 where the financial year is the calendar year). The bidder must provide information or evidence supporting the required turnover.
The proposed team must include an IT project manager, IT analyst, IT developer and system administrator. For each person, submit the CV using the relevant form in Annex 1 and copies of certificates demonstrating the person’s experience and competence. The role-specific requirements are set out in Annex 1, so bidders must check that document for the precise requirements.
By the start of contract performance, the bidder must hold valid licences or rights needed to perform the work for MS SQL Server Developer Edition 2019 or later, Windows Server 2019 or later, SharePoint Subscription Edition Standard, Visual Studio Subscription and Microsoft 365 E3.
The bid must comply with all tender document requirements, be unconditional and present its price using the structure specified in the pricing and evaluation worksheet. The bidder must also submit the customer representative’s confirmation letters required by clauses 5.5.2–5.5.5 of the tender documents. For a joint bid, the bidders must appoint an authorised representative and include the relevant power of attorney. The bidder must identify and justify any information claimed as a trade secret; prices and other specified evaluation figures may not be designated as trade secrets.
