Data collection for the 2026 survey on business use of information and communication technologies and e-commerce

Summary

The tender covers data collection for the 2026 survey of Spanish businesses’ use of information and communication technologies and e-commerce, to be carried out in 2027. The contractor will survey approximately 25,600 sampled businesses by internet, post and telephone. Tasks include sending survey letters and reminders, operating a free helpline, contacting respondents, checking and updating contact details, and coding, entering, cleaning and validating questionnaires. The work also covers incident handling, scanning documents received by post, quality checks, and delivery of the final report and records. Up to 95% of the sample, or 24,320 units, is expected to be completed; the final sample size may be reduced by up to 50%. Data collection will use the National Statistics Institute’s application and postal returns, with a three-month collection period starting from the mailing of the first letter. The contractor must provide a suitably experienced team, at least 15 staffed incoming lines for the free telephone service, and responses to emails within 48 hours. Collection milestones require at least 30% of units completed after 1.5 months, 50% after two months and 70% after 2.5 months; at least 60% of the sample must have been received within two months. Minimum coverage is 73% for businesses with fewer than 10 employees and 88% for businesses with 10 or more employees; overall survey coverage must be at least 68%. The estimated contract value is EUR 496,857.60 excluding VAT (EUR 601,197.70 including VAT), and the maximum unit price is EUR 20.43 excluding VAT per completed sample unit. Evaluation awards up to 45 points for the work plan and other quality proposals and up to 55 points for price. Tenderers must demonstrate annual turnover of at least EUR 645,914.88 and comparable experience worth at least EUR 347,800.32 in their highest-performing year. Contract delivery also requires compliance with personal-data protection, statistical confidentiality and information-security obligations.
