The bidder must declare whether it or any person authorised to represent, manage or control it has, within the preceding five years or while an exclusion period remains in force, been convicted of participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or human trafficking. Exclusion may also apply where the bidder has unpaid taxes or social security contributions; has enabled a foreign national staying unlawfully to work or breached conditions for employing a foreign national in Estonia; or is subject to an international or Estonian government sanction that would make the contract unlawful. The bidder must also confirm that it will not use a subcontractor subject to replacement under the applicable procurement rules. It must not involve, for more than 10% of the contract value, subcontractors or suppliers that are Russian nationals, residents or entities established in Russia, are more than 50% owned by such persons or entities, or act on their behalf or under their direction. The offered goods must not be subject to international sanctions or originate from sanctioned territories. Where an exclusion ground applies, evidence of remedial measures may be submitted if permitted for this procurement.

The bidder must have completed at least one contract during the 36 months preceding the start of the procurement for the sale, installation and configuration of barrier(s) and/or gate(s) and payment solution(s) for an enclosed car park. The contract must have been worth at least EUR 25,000 excluding VAT. The bidder must provide details of the contract, its value and dates, the client and a contact person. A guided site visit at the time specified by the contracting authority is mandatory. A bid from a bidder that did not attend will not be considered. The bid must comply with the procurement documents; conditional bids are not permitted. Where equivalence is relevant, the bidder must explain it and provide supporting evidence.
