Compliance requirements

The bidder and members of its representative, management or supervisory bodies must confirm that no grounds for exclusion apply to them. The checks cover participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour and other forms of human trafficking. Compliance with tax and social security payment obligations is also checked, as are breaches involving the employment of unlawfully staying foreign nationals and situations connected with international or Estonian sanctions. If tax or social security arrears exist, the bidder must provide an appropriate explanation and, where applicable, evidence that the obligations have been paid or that a binding payment arrangement has been concluded. Where a conviction or another exclusion ground applies, the required details must be provided and, if requested by the contracting authority, evidence of remedial measures taken to restore reliability must be submitted.

Qualification criteria and exclusion grounds

The bidder must hold a valid licence to provide audit services. The contracting authority will verify the validity of the audit firm’s licence in the Audit Activities Portal at https://www.audiitortegevus.ee. The bidder’s team must include at least one person holding the professional qualification level of a public-sector sworn auditor. The contracting authority will verify that person’s qualification and professional status in the audit activities register at https://www.audiitortegevus.ee/atr/web/register/vandeaudiitori-otsing. The bidder must provide the required information about the team member’s name, profession, qualification and experience. The bidder must submit a compliant tender. By submitting the tender, the bidder confirms acceptance of all conditions set out in the tender documents, and conditional tenders are not permitted. The tender price must be submitted in the structure specified in the award criteria and assessable indicators form and, in addition to the price form completed in the electronic procurement system, on Form 1, the tender price submission form.
