Compliance requirements
A bidder, or its management, administrative or supervisory board member, procurator or other authorised representative, must not have been convicted of participation in a criminal organisation, breach of integrity obligations, corruption, fraud, terrorism, money laundering, terrorist financing, unlawful employment of a foreign national, illegal use of child labour or trafficking in human beings. The bidder must not have outstanding state tax, payment or environmental charge debts, or tax or social security contribution debts. The contracting authority may also exclude a bidder for a serious or repeated breach of a previous procurement contract, contract termination, price reduction, compensation payment or penalty, as well as for submitting false information or failing to submit required documents. The bidder must confirm that none of the mandatory or discretionary exclusion grounds apply. Companies established or resident in the Russian Federation or the Republic of Belarus may not participate.
Qualification criteria and exclusion grounds
During the 60 months preceding the commencement of the procurement, the bidder must have properly completed at least three contracts for electrical construction works similar to the subject of this procurement. At least one of these contracts must have had a value of at least EUR 40,000 excluding VAT. The bidder must submit a list of the contracts, including the performance period, details of the other contracting parties, the client representative’s telephone number and email address, and procurement reference numbers where applicable. Upon request, evidence of proper completion must be provided. The team must include a person with the switching rights required for work on a 0.22–20 kV electricity network, a person responsible for the work operation, and a person leading the electrical works with valid A-level competence and/or a qualification of at least level 6. These persons must be registered in Elektrilevi’s partner portal before the tender submission deadline, and the person leading the electrical works must hold the relevant certificate. The tender must include a properly completed price table with all unit-price fields filled in and must not contain additional conditions or be conditional. The bidder must provide the details of the contract signatory and contact person and, where necessary, a power of attorney. Materials, equipment and goods originating from or produced in the Russian Federation or the Republic of Belarus may not be used, and the contracting authority may request certificates of origin as evidence. In the case of a joint tender, a power of attorney for the joint tenderers must be submitted.
