The bidder must confirm that neither the company nor its management, supervisory or representative persons have been finally convicted within the last five years, or remain subject to an exclusion period, for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or the use of child labour and other forms of human trafficking. The bidder must also comply with tax and social security payment obligations. Additional national exclusion grounds concern enabling an unlawfully residing foreign national to work, including paying below the statutory wage rate, and being subject to international sanctions. Where an exclusion ground applies, evidence of remedial measures may be submitted if permitted for this procurement or under the applicable rules. The bidder must provide the required confirmations and, where relevant, evidence or information enabling verification.

The notice does not specify financial turnover, prior experience or personnel qualification thresholds. The bid must include the completed technical description and manufacturer information sufficient to assess compliance with the technical requirements. The bidder must have a maintenance and repair specialist in Estonia from delivery of the equipment until the end of the contract; the specialist must have manufacturer-provided training for servicing and repairing the offered equipment, supported by a manufacturer-issued training certificate. The bidder must confirm that the bid complies with all procurement documents, is unconditional, follows the required price presentation structure, and explains any claimed equivalence with supporting evidence where necessary. The bidder must identify and justify any trade secrets; the bid price and other legally non-confidential information may not be designated as trade secrets. The offered goods must not be subject to international sanctions or originate from sanctioned areas.
