Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder may be excluded if it, or a person with authority to represent, manage or control it, has a relevant final conviction within the previous five years or remains subject to an exclusion period for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or child labour and other forms of human trafficking. Exclusion may also apply for failures to pay taxes or social security contributions, or for breaches of environmental, social or labour obligations; insolvency, liquidation, bankruptcy, an arrangement with creditors, similar proceedings, assets administered by a liquidator or court, or suspended business activity; serious professional misconduct; agreements with other businesses intended to distort competition; an unmanageable conflict of interest; involvement in preparing this procurement that creates an unpreventable competitive advantage; serious or repeated breach of a previous public contract; false or misleading information, failure to provide required information or documents, or attempts to obtain confidential information or improperly influence the contracting authority. National grounds also include enabling an unlawfully present foreign national to work, being subject to international sanctions, convictions for tax offences, local tax arrears where specified in the procurement documents, and restrictions on participation based on the bidder’s place of establishment. The grounds apply to all lots. Where permitted, the bidder may provide evidence of remedial measures to restore its reliability.

Qualification criteria and exclusion grounds

For all seven lots, the person responsible for managing and supervising the cleaning service must hold cleaning supervisor vocational qualification, Estonian Qualifications Framework level 5, or an equivalent qualification. The bidder must identify the responsible person or persons in the European Single Procurement Document and provide copies of qualification certificates if the information is not available to the contracting authority in public registers. For qualifications obtained abroad, provide confirmation from the competent authority that the qualification is recognised as equivalent. If requested, the bidder must provide further explanations, information or documents within five working days. Before submitting a bid, the bidder must visit the contract performance site and sign an on-site confirmation. Bids from bidders who have not visited the site will not be considered. The offer must follow the prescribed price structure; zero or negative prices are not permitted. Conditional bids are not allowed, and the bid must confirm compliance with the tender documents. If submitting a joint bid, the bidders must appoint an authorised representative and include a power of attorney signed by all joint bidders; they are jointly and severally liable for contract performance. Any proposed equivalent products or solutions must be supported by evidence, such as technical documentation, test reports, declarations or certificates, together with a comparison table demonstrating compliance with the specification. The bidder must train the personnel who will provide the service before work begins on environmental impacts, including correct dilution and dosing of cleaning products, wastewater disposal and waste sorting, and provide evidence of the training showing its date, trainer, participants and topics. During the contract, the bidder must monitor and record performance for at least one full working day at least every four months, including cleaning product quantities and ecolabel and dilution information, cleaning equipment and reusability, water use and disposal, and solid waste quantities and sorting. The service must minimise environmental impact through correct product use, use of EU Ecolabel or equivalent Type I ecolabel products where possible, reduced use of disposable cleaning materials, efficient water use, reduced waste and waste sorting. These monitoring and procedure requirements do not apply where the bidder has an ISO 14001-certified or EMAS-registered environmental management system, or an indoor cleaning ecolabel that includes reporting and environmental impact reduction objectives; provide the relevant certificate or proof of registration. All cleaning products must meet EU Ecolabel criteria 1 and 4 for hard-surface cleaning products. Submit a list of products and supporting evidence; an EU Ecolabel certificate is sufficient, while products without that ecolabel require a conformity audit by a conformity assessment body or independent auditor.
