Publication of the City of Tallinn’s Official Notices in a Nationwide Daily Newspaper

The bidder must declare whether grounds for exclusion apply, including relevant final convictions of the bidder or its representatives for criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and child labour or human trafficking; unpaid taxes or social security contributions; breaches of environmental, social or labour obligations; insolvency, bankruptcy, liquidation, suspended business or comparable situations; serious professional misconduct; agreements intended to distort competition; conflicts of interest or involvement in preparing the procurement; early termination or sanctions under previous contracts; false or misleading information, failure to provide required information or documents, or improper attempts to obtain confidential information or influence the procurement. National grounds also include enabling unlawful employment of a foreign national, being subject to international sanctions, and certain tax offences. Where a ground applies, the bidder may provide information about measures taken to restore its reliability where the applicable rules allow this. The bidder must also confirm that it will not involve, for more than 10% of the contract value, subcontractors or suppliers covered by the specified EU restrictions concerning Russian persons or entities, and that no corrupt acts have been committed in this procurement.

No specific financial-capacity, turnover or prior-experience thresholds are stated. The bidder must offer an Estonian-language nationwide print daily newspaper published at least four times a week and be a member publication of the Estonian Media Enterprises Association or an equivalent organisation. The bid must identify the newspaper and state its publication days and frequency. The bidder must also confirm compliance with the tender documents, submit the price in the required structure and provide evidence of equivalence where applicable. If persons authorised to represent, make decisions for or control the bidder are not listed in the commercial register, their names, personal identification codes and basis of representation must be provided. Joint bidders must appoint an authorised representative and include a power of attorney. The bidder must identify and justify any information claimed as a trade secret; the price and other specified evaluation figures may not be classified as trade secrets.
