Construction works at Raja 31, Tartu

The bidder must confirm that the company, its management or supervisory board members, procurists and authorised representatives have not received final convictions within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or illegal use of child labour or human trafficking. The bidder must also have complied with tax and social security payment obligations. The threshold for tax or social security debt is EUR 0; in Estonia, the tax authority does not issue a debt certificate where the debt is below EUR 100 or payment has been deferred. The exclusion grounds also cover breaches of environmental, social and labour law, bankruptcy, liquidation or other insolvency situations, assets administered by a liquidator or court, suspended business activity, serious professional misconduct, anti-competitive agreements, unavoidable conflicts of interest, improper involvement in preparing the procurement, serious breaches of previous public contracts, and the submission of false information or failure to provide required documents. National exclusion grounds may also apply in relation to enabling an unlawfully staying foreign national to work, international sanctions and tax offences. The bidder must confirm that it will not use a subcontractor who would have to be replaced under the applicable rules. First-tier subcontractors will be checked and must submit a European Single Procurement Document; subcontractors in later tiers are not checked according to this document. Where relevant, the bidder must provide explanations and, where applicable, evidence of remedial measures taken to restore reliability.

The bidder must have the following specialists available for contract performance, either as employees or under another contractual arrangement: - a project manager responsible for the construction works, with a level 7 chartered construction engineer qualification, specialisation in building construction and competence in managing construction activities, or equivalent; - a level 7 chartered water supply and sewerage engineer with competences in building water supply and sewerage and construction management, or equivalent; - a level 8 authorised heating, ventilation and cooling engineer with competence in construction management, or equivalent; - a level 6 electrical engineer specialising in electrical installations of buildings, or a specialist holding a class B competence certificate, or equivalent; - a level 7 chartered automation engineer specialising in building automation, or equivalent; - a level 5 responsible security systems specialist competent in installing and maintaining fire alarm systems, or equivalent; - a level 5 responsible security systems specialist competent in installing and maintaining fire safety automation, or equivalent; - a level 5 responsible security systems specialist competent in installing and maintaining alarm systems, or equivalent; - a level 5 responsible security systems specialist competent in installing and maintaining surveillance systems, or equivalent; - a level 5 responsible security systems specialist competent in installing and maintaining smoke control systems, or equivalent; - one technician holding the Inner Range Integrity Basic Technician certificate and one technician holding the Inner Range Integrity Advanced Technician certificate. The bidder must provide the specialists’ names, positions, qualifications and certificate numbers in the European Single Procurement Document. For foreign qualifications, the bidder must be prepared to provide copies of certificates at the contracting authority’s request. If the bidder relies on another entity’s specialist or resources, it must also submit that entity’s European Single Procurement Document, and the specialist whose resources are relied upon must perform the qualification-dependent works. Within the 60 months preceding publication of the contract notice, the bidder must have properly completed at least two construction contracts involving the construction of a building or building complex whose intended use falls within code group 12641, 12643 or 12644. The bidder must provide the contract title, a description and address of the works, the client’s name and contact details, and the performance period. A confirmation from the other contracting party that the contract was properly completed must be submitted with the tender. Throughout contract performance, the bidder’s quality management system must comply with ISO 9001:2015 or equivalent, and its occupational health and safety management system must comply with ISO 45001 or equivalent. Copies of valid certificates must be submitted. The tender must include the application to participate using Annex 5 Form II. Joint bidders must appoint an authorised representative and submit the power of attorney and joint and several liability confirmation using Annex 5 Form I. The tender must comply with the technical description, drawings and sketches. The price must be submitted using the unaltered Annex 3 Excel form and the total-price form in the procurement register. Before submitting the tender, the bidder must inspect the site at Raja 31, Tartu, on 16 September 2026 at 10:00; registration for the site visit is required by 15 September 2026 at 14:00.
