Defining energy-poor and vulnerable households and developing targeted support mechanisms for building renovation (Ministry of Climate)

Tax and social contribution arrears are addressed with a stated threshold of EUR 0; the notice explains that, under Estonian rules, a certificate is not issued for tax debt below EUR 100 (excluding interest not established by an administrative act) or where payment has been deferred. Where an exclusion ground applies, the bidder may provide evidence of measures taken to restore its reliability if the procurement exceeds the international threshold or the tender documents allow this.

The team must include two lawyers, a socio-economic analysis specialist, a data analysis specialist and a project manager. The project manager role may be performed by another team member who meets the project manager requirements. Submit team member details using the required team form. The notice does not specify further qualifications or experience thresholds for these roles. Submit a service delivery description in line with the technical specification and evaluation methodology. It must set out the proposed substantive and methodological approach and project management arrangements; this description is an evaluation criterion. The offer must follow the prescribed price structure, accept all tender conditions without qualifications and include a power of attorney if submitted jointly. Identify and justify any trade secrets, excluding information that may not be treated as confidential under the stated rules. Only bidders established in Estonia, another EU Member State, an EEA contracting state or a country party to the WTO Agreement on Government Procurement may participate. During contract performance, prefer environmentally responsible solutions, including online meetings where feasible, avoiding unnecessary printing, keeping digital files appropriately sized and deleting surplus digital materials after completion.
