Compliance requirements
The bidder must confirm that neither it nor its management or representative persons have been convicted within the last five years of participation in a criminal organisation, corruption, fraud, or any other offences listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any possible self-cleaning conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice and the selected documents do not set out precise qualification or suitability requirements beyond the tender-specific submission rules. The bidder must submit the concept proposal, the total implementation cost of the solution, and a list of team members with their roles and areas of responsibility. The concept proposal must be anonymous and include at least a clickable digital prototype with a cover letter and concept description, a technical vision covering architecture, data model, data exchange and further developability, and a project plan and schedule up to handover of the pilot-ready MVP. The bidder must also describe the team’s previous experience in developing digital healthcare solutions or medical devices and, where possible, provide an overview of participation in MDR certification processes. Any exact qualification evidence, certificates, registrations or experience thresholds must be checked in the tender documents.
