The bidder must not be subject to any of the exclusion grounds set out in Section 95(1) of the Estonian Public Procurement Act in order to conclude the contract. The bidder must confirm that none of these grounds apply. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from regions under sanctions; otherwise, the resulting contract may be void under Section 7(1) of the International Sanctions Act.

The machine-readable notice does not specify minimum turnover, previous experience, staffing, registration or professional qualification requirements for the bidder. The bidder must submit a completed tender form, product data sheets and other documents proving compliance with the product requirements. The tender must comply with all conditions in the procurement documents, and conditional tenders are not permitted. The tender price must be submitted according to the structure provided for the award criteria and priced items. Product samples must be submitted for both positions in accordance with the contracting authority’s separate instructions. Where an equivalent product is offered, the equivalence must be explained and supported by evidence where necessary. The exact technical and other product requirements must be checked in the tender documents.
