Services for designing, developing and implementing the new SIMAS institutional portal

Summary

The tender concerns the design, development and implementation of a new institutional portal for SIMAS of Oeiras and Amadora. The contract has a maximum value of EUR 138,690 excluding VAT and a 426-day duration, including conception and prototyping, development, integrations, testing, training, production launch and six months of initial post-production support. The portal must provide content management, multilingual content, responsive user experience, online forms, customer services, feedback, advanced search, user administration and integrations with the client portal, Yellow Book, water-quality laboratory systems, operational systems, document management and authentication/SMS services. The solution must also meet requirements for scalability, high availability, secure development, vulnerability management, audit logging, continuity, backups and disaster recovery. Bids must be submitted electronically by 24 September 2026 at 23:59 and remain valid for 180 days after the submission deadline. Variants are not allowed and no bid guarantee is required. Award criteria are price at 60% and technical team experience at 40%.
