The bidder must declare whether it or its representatives have relevant convictions within the applicable period, including for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or human trafficking. Grounds also cover unpaid taxes or social security contributions; insolvency, bankruptcy, liquidation or suspended business; serious professional misconduct; competition-distorting agreements; conflicts of interest or involvement in preparing the procurement; significant or repeated failures under previous public contracts; false or misleading information, failure to provide required information or documents, and attempts to obtain confidential information improperly. Environmental, social and labour-law breaches are also covered. For Lot 1 (Dairy products and eggs), the bidder must be entered in the relevant business register and registered in the Agriculture and Food Board’s register of notified and authorised food handlers; the contracting authority will check the food-handling registration.
