Repair and reconstruction of transport infrastructure in Vilnius
Summary
The procurement covers design, routine and major repair, and reconstruction works on transport infrastructure in Vilnius, including road and pedestrian bridges and viaducts, flyovers, tunnels, culverts and underground pedestrian crossings. The works address defects and restore infrastructure; they include, among other things, repairs to asphalt surfaces, waterproofing, concrete and reinforced-concrete structures, barriers, expansion joints and drainage systems, as well as culvert renewal. The procurement is divided into two lots: the southern area covers 141 structures and the northern area 143, on the right and left banks of the Neris River respectively. The contract runs for up to 36 months, with work ordered as needed through individual orders. Estimated quantities may change, and the contracting authority is not committed to ordering the full listed volume. The maximum budget for each lot is EUR 7,260,000 including taxes. Tenders are evaluated on the basis of the price-quality ratio: price carries 91 points and an additional warranty of up to three years carries 9 points. The contractual minimum warranty is five years for visible works and ten years for concealed works; materials are covered for the statutory period. Design and other services needed for the contract have a two-year warranty unless the documents provide otherwise. The bidder must submit the European Single Procurement Document, a compliant price offer and the completed schedule of work quantities in the required spreadsheet format. Detailed selection criteria are set out in a separate qualification appendix and must be checked in the tender documents. The successful bidder must provide construction and civil-liability insurance of at least EUR 43,400 within five working days after contract signature. The works must meet the quality, safety, traffic-management and material requirements in the technical specification; among other things, the contractor must maintain safe pedestrian access and provide the required product certificates.
