Purchase of physiological measurement devices (smartwatches) with a 3-year support licence

Summary

Vilnius University is purchasing 15 smartwatches for physiological measurements, each with a research support licence lasting at least three years. The licence must provide access to an analysis platform that combines data from all devices and works with iOS and Android. The watches must measure, among other things, heart-rate variability, activity and movement, skin temperature, and stress and arousal indicators. They must include the specified sensors, encrypted data transfer and certification as at least Class IIa medical devices under EU rules. Each device may weigh no more than 50 g including its strap and electronics, and must have at least IP67 water resistance or an equivalent. An elastic strap in each of the two required size ranges must be supplied with every watch. The tender must cover all 15 devices, delivered within one month of the contract taking effect to Vilnius University’s Faculty of Philosophy in Vilnius. Delivery must be outside peak traffic hours and by the shortest possible route. Offers are evaluated on price. No supplier qualification criteria are set, but the tenderer must submit the European Single Procurement Document and, when required, evidence that the technical requirements are met.
