Supply of Two 110/33/10 kV 63 MVA Power Transformers

Summary

The procurement is for two 110/33/10 kV, 63 MVA power transformers with tap changers. They must be delivered in Lithuania within 720 calendar days after the contract takes effect, to either the Šilainiai substation in Kaunas or the Vilnius warehouse; the exact delivery address will be confirmed two months before delivery. For the 110 kV transformers, 330 kV short-circuit test records are not acceptable, and transformers tested to the GOST standard may not be offered. Two buyer representatives will attend factory tests; their travel and accommodation costs must be included in the tender price. Defects identified during factory tests must be remedied within 30 calendar days; other reported defects must be repaired, or the defective item replaced, within 90 calendar days at the supplier’s expense. Tenders are evaluated on the basis of price and quality. The final tender must remain valid for at least five months and is secured by a penalty equal to 1% of the contract price excluding VAT. The tenderer must agree to take part in the electronic auction and confirm its initial auction price; submitting a new price is optional. Any new price must be at least EUR 5,000 excluding VAT below the best price then in force. The award is determined using the price-and-quality evaluation method, not solely by the lowest auction price.
