Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder may be excluded if it, or a member of its management, administrative or supervisory body or another person authorised to represent or control it, has a relevant final criminal conviction within the last five years. The listed offences include participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and the use of child labour or other forms of human trafficking. Exclusion may also apply for unpaid taxes or social security contributions, or where awarding the contract would breach an international or Estonian government sanction. Where permitted, the bidder may provide evidence of measures taken to restore its reliability. The notice sets the threshold for tax and social security arrears at EUR 0; its explanatory note states that, under Estonian rules, a tax-debt certificate is not issued for debt below EUR 100 or where payment has been rescheduled.

Qualification criteria and exclusion grounds

The bidder must submit the participation application using Form 1 and, where required, a power of attorney using Form 2. Joint bidders must appoint an authorised representative and include the joint-bidder power of attorney. The bidder must provide a manufacturer’s or authorised supplier’s document proving its right to sell and provide technical support for the offered product. It must submit the statements and explanations requested in the technical specification, together with product descriptions, manufacturer information, certificates, declarations of conformity or other evidence demonstrating compliance. At least one service engineer who has completed the manufacturer’s additional training is required; the bidder must provide the person’s name and the manufacturer’s training certificate. The price offer must follow the specified structure and be submitted using Form 4. Any claimed equivalence must be explained and supported by evidence. The machine-readable notice does not specify detailed award-scoring criteria; check the tender documents for these details.
