Qualification criteria and exclusion grounds
The bidder must involve in the design work a specialist who will personally participate in contract performance: an authorised water supply and sewerage engineer, level 7 or equivalent, specialising in external water supply and sewerage and competent to prepare designs for those systems. The bidder must provide information about the specialist and their professional qualification. If the specialist obtained the qualification abroad, the bidder must submit confirmation from the competent authority under the Foreign Professional Qualifications Recognition Act that the qualification is recognised as equivalent.
The bid must accept all conditions in the procurement documents; conditional bids are not permitted. The price must follow the specified structure and be entered both in the required price form and in the e-procurement system. Prices must be in euros, excluding VAT, to no more than two decimal places, and must be final and cover all costs of performing the contract. The bidder must identify and justify any information claimed as a trade secret; prices and specified evaluation-related figures may not be classified as trade secrets.
