Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The exclusion grounds cover final convictions within the previous five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and child labour or human trafficking. They also include tax or social security contribution arrears; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation, creditor arrangements, court- or liquidator-managed assets or suspended business; serious professional misconduct; competition-distorting agreements; conflicts of interest that cannot otherwise be resolved; involvement in preparing the procurement that creates an unremedied competitive advantage; serious or repeated breaches of previous contracts resulting in early termination, damages or comparable sanctions; and false or withheld information, failure to provide required documents, or improper attempts to influence the procurement or obtain confidential information. National grounds include enabling a person unlawfully present in Estonia to work, being subject to international sanctions, local tax arrears where applicable, tax-related convictions, and any applicable restriction on the tenderer’s country of establishment. The tenderer must also confirm that the contract would not breach applicable international sanctions. Where permitted, the tenderer may provide evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

For Lot 1, the tenderer must have completed at least one contract or order during the 36 months before the procurement began for editing, layout and design services for a newspaper or magazine with a circulation of at least 10,000. For Lot 2, the tenderer must have completed at least one newspaper-printing contract or order during that 36-month period, worth at least EUR 10,000 excluding VAT. For each reference, provide the contract or order dates and information about the client, including a representative’s contact details, such as telephone number and email address. For Lot 2, also state the value excluding VAT; for Lot 1, identify the publication’s circulation or, for a public contract, provide its reference number. Only work completed and accepted by the client by the procurement start date counts; under a framework agreement, individual completed orders may be used. The contracting authority may contact the client to verify the information. No comparable experience requirement is specified for Lot 3. The tenderer must submit an unconditional offer that complies with the procurement documents, using the prescribed price structure; zero or negative prices are not accepted. Where a joint offer is submitted, appoint an authorised representative and include the joint tenderers’ power of attorney. Identify and justify any information claimed as a trade secret; prices and other specified evaluation figures may not be classified as trade secrets. If claiming equivalence to a specified standard, mark or other requirement, explain the equivalence and provide supporting evidence. The tenderer must confirm that it will not use subcontractors subject to replacement under the stated exclusion-ground rule. It must also confirm that Russian persons or entities, entities more than 50% owned by them, or their representatives or instructed parties will not provide subcontracting or supplies exceeding 10% of the contract value. The notice does not specify an award-scoring formula.
