Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

A bidder may be excluded if the bidder or a person with authority to represent, direct or control it has a relevant conviction within the previous five years, or an exclusion period remains in force. Grounds include participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. Where permitted, the bidder may provide evidence of measures taken to restore its reliability. Other grounds include unpaid taxes or social security contributions; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation, suspension of business or comparable proceedings; serious professional misconduct; agreements with other businesses intended to distort competition; an unmanageable conflict of interest; involvement in preparing the procurement where this creates an unfair advantage that cannot otherwise be removed; and significant or persistent failures under previous contracts resulting in early termination, damages, price reduction or penalties. Exclusion may also apply for false or misleading information, withholding required information or documents, improper attempts to influence the contracting authority or obtain confidential information, enabling unlawful employment of a foreign national, entering into a contract that would breach international or national sanctions, or relevant tax-related offences.

Qualification criteria and exclusion grounds

For each lot, the bidder must have at least one technically sound vehicle available that meets the requirements for that lot and can start service by the contractually specified date. A bidder tendering for several lots must have enough vehicles to serve them simultaneously. For all four lots, at least four compliant vehicles are required unless the service schedules allow fewer vehicles to meet the requirements. Vehicles need not be owned by the bidder, but the bidder must have the right to use them for contract performance. The bidder must provide a vehicle list stating each vehicle’s make and model, registration number, passenger capacity, and the lot or lots it will serve. For each lot, submit a copy of the vehicle registration certificate and evidence of ownership or, where the vehicle is not owned by the bidder or the registration certificate does not establish the right of use, a written agreement or other appropriate evidence that it will be available by the start of service. The contracting authority will check vehicle registration and roadworthiness inspection data and may request further evidence of compliance and the right of use. The tender must accept all conditions in the procurement documents; conditional tenders are not permitted. Prices must follow the structure specified in the pricing schedule. Joint bidders must appoint an authorised representative and include the relevant power of attorney with the tender. The provided documents do not specify the award scoring method.
