Compliance requirements
Tenderers originating from third countries are excluded. For this procedure, a third country is any country that is not an EU Member State, an EEA country, a party to the WTO Government Procurement Agreement, or a country with which the EU has a reciprocal free trade agreement covering public procurement. The tenderer must state its country of origin, meaning the country where the company is registered.
Qualification criteria and exclusion grounds
The tenderer must have delivered at least three conformal coating lines to customers during the 36 months preceding publication of the contract notice. For each reference, provide the customer’s name and contact details, a brief description of the equipment delivered, and the acceptance date (month and year).
The tender must include a comprehensive price offer describing the proposed equipment, scope of work and pricing structure, the completed technical requirements form in Annex 1, and the relevant technical specifications. If tenderers submit jointly, they must appoint an authorised representative and provide a power of attorney. The tenderer must accept the procurement-document conditions, including the payment terms and contractual penalties, and explain any claimed equivalence with supporting evidence where applicable. Any trade secrets must be identified and justified; total and partial prices and evaluation-related indicators may not be classified as trade secrets.
The tenderer must respond to fault notifications within 2 working days. If needed during the warranty period, an on-site technician must arrive at the buyer’s production premises within 5 working days. The service representative must respond during working days, Monday to Friday, between 08:00 and 16:00 Estonian time; for notifications received outside that period, the response time starts at 08:00 on the next working day. A service representative responsible for maintenance and technical support must be located in Northern Europe throughout contract works and the warranty period, and must be ready to provide services there by equipment handover. Northern Europe comprises Denmark, Estonia, Finland, Iceland, Ireland, Latvia, Lithuania, Norway, Sweden and the United Kingdom.
The warranty must be at least 12 months from acceptance of the works, included in the total tender price, valid without an additional service agreement and independent of machine shifts or operating hours. The tender must remain valid for at least 2 months from the submission deadline. The price offer must follow the structure specified in the award-criteria worksheet; the available document text does not state the award scoring method.
