Compliance requirements
Tenderers established in third countries are excluded. For this procedure, a third country is any country that is not an EU or EEA Member State, a party to the WTO Government Procurement Agreement, or a country covered by an EU reciprocal free trade agreement that includes public procurement provisions. The tenderer must state the country in which its company is registered.
Qualification criteria and exclusion grounds
The tenderer’s annual sales revenue must have been at least EUR 500,000 in each of the last three completed financial years. The tenderer must state its revenue for 2025, 2024 and 2023. For tenderers established outside Estonia, the contracting authority may request signed financial statements or equivalent evidence.
The tenderer must have delivered at least one injection moulding machine to a customer during the 36 months preceding publication of the contract notice. The tenderer must provide the customer’s name and contact details, a brief description of the machine and its acceptance date (month and year).
The tender must comply with the procurement documents; conditional tenders are not permitted. For a joint tender, the tenderers must appoint an authorised representative from among themselves and provide a power of attorney. The price offer must follow the structure specified in the procurement documents and give a comprehensive overview of the proposed solution, equipment specifications, scope of work and pricing structure. The tenderer must complete Annex 1, the technical requirements form, and submit the relevant technical specifications. Where an equivalent product or solution is offered, the tenderer must explain the equivalence and provide supporting evidence.
The tenderer must identify any information claimed as a trade secret and justify that classification. The total tender price and information corresponding to the evaluation criteria may not be classified as trade secrets.
By submitting a tender, the tenderer must unconditionally accept the stated payment schedule and terms and the contractual penalty provisions.
For technical issues, the tenderer must respond to a fault notification within two working days. If needed, remote diagnostics must be available, and during the warranty period an onsite technician must be sent to the buyer’s premises within five working days of notification. These response obligations apply on working days (Monday to Friday) from 08:00 to 16:00 Estonian time. A notification received outside these hours is treated as received at 08:00 on the next working day.
A service representative responsible for maintenance and technical support must be located in Northern Europe throughout the contract-related work and warranty period. The representative may be the tenderer or its official representative or partner, and must be ready to provide services in Northern Europe no later than equipment handover. The tenderer remains responsible for these obligations.
The warranty must be at least 24 months from acceptance. It must be included in the total tender price, apply without an additional service agreement and not depend on the number of shifts or machine operating hours. The tenderer must state the offered warranty duration. Including a linear robot and safety fence is optional and does not determine tender compliance. No award criterion or scoring method is specified in the provided documents.
