Compliance requirements
The contracting authority will exclude a tenderer, including each consortium member, if any ground under § 95(1) or § 95(4) of the Estonian Public Procurement Act applies. Each tenderer and consortium member must confirm that no such grounds apply, using Form 1.
Qualification criteria and exclusion grounds
The tenderer, consortium members jointly, or a subcontractor whose capacity is relied on must have completed at least two contracts as lead consultant for owner’s supervision of construction or reconstruction works during the 36 months preceding the start of the procurement. Work may have begun before that period. At least one contract must cover supervision of water or sewer pipeline construction or reconstruction, and at least one must cover construction or reconstruction of a wastewater treatment plant using active-sludge technology (extended aeration or sequencing batch treatment) with a pollution load of at least 150 population equivalents. Submit a list of reference projects using Form 2.
The key experts may be the same people. The team must include:
- A lead engineer with higher education and the professional qualification required to provide owner’s supervision for pipeline construction works.
- An electrical supervision specialist with higher education in energy, electrical engineering or automation, and at least a Class B electrical competence certificate.
Submit the key experts’ list (Form 3), their CVs (Form 4) and documents proving their education.
For a consortium bid, appoint an authorised representative and include the consortium power of attorney. Identify any information claimed as a trade secret and justify the claim; the bid price and specified evaluation-related figures may not be treated as trade secrets. The bid must comply with the tender documents and must not be conditional. Submit the price in the prescribed structure and complete and submit the price table. The machine-readable notice does not specify precise award criteria; check the official tender documents.
