Qualification criteria and exclusion grounds

The design team must include specialists responsible for water supply and sewerage, heating systems, and electrical installations. Each specialist must hold at least a Level 7 professional qualification as a chartered engineer in the relevant field, or equivalent competence authorising them to design that system. One person may fill several roles if they have the required competence for each. The bidder must provide the specialists’ details and confirmations using Form 1. If relying on another company’s resources, the bidder must also provide that company’s consent using Form 3, confirming the availability of its resources and its participation in performing the contract. The project manager must hold at least a Level 7 chartered engineer qualification specialising in building construction, with competence in preparing building design documentation or managing design work, or equivalent competence. During the past five years, the project manager must have managed the preparation of at least one completed construction project for a registered monument or a building in a heritage conservation area; that project must have included design for the reconstruction of at least one building engineering system. Provide the project manager’s details and confirmations using Form 2. The bidder, or a company whose capacity it relies on, must hold valid economic activity notices for design work to the extent required for the contract and for preparing construction designs for the conservation and restoration of a monument or a building located at a World Heritage site. The contracting authority will check Estonian bidders’ notices in the public register. The bid must be submitted by a legal or authorised representative. If the representative’s authority is not evident from the register, include a power of attorney. Joint bidders must appoint an authorised representative and include their power of attorney. Submit the price proposal using Annex 4 and the procurement register; the price must be final and include all costs of contract performance. Identify any trade secrets in the bid and explain why they qualify; the price and other specified evaluation-related figures or indicators may not be designated as trade secrets. No award criteria are specified in the provided documents.
