Meteorological support services for FGC Turisme operations

Summary

The tender covers meteorological support for the operations of FGC Turisme’s mountain resorts and Montserrat funicular railways. The work includes daily forecasts covering up to five days, seasonal and monthly forecasts, weather warnings and storm and lightning monitoring, meteorological advice, and commissioned reports on specific weather situations. The service is intended to support operational decisions concerning, among other matters, opening and closing ski slopes and facilities, snowmaking and safety. Daily forecasts must be prepared in the morning, no later than 8:00; forecasts must provide hourly detail for up to 72 hours. Urgent reports must be delivered within two hours unless the bidder offers a shorter response time for evaluation. Storm tracking must show lightning strikes within 50 km, and lightning alerts must be sent when a thunderstorm approaches within 25 km of the facilities. The service covers La Molina, Vall de Núria, Espot, Port Ainé, Vallter, Boí Taüll and Montserrat, and runs for two years from contract signature, with no extension. The contract is not divided into lots. The estimated tender budget is €77,472 excluding VAT, comprising a fixed service component of €72,072 and a maximum allowance of €5,400 for meteorological reports. The estimated total contract value, including potential modifications, is €92,472 excluding VAT. Maximum unit prices are €400 excluding VAT for a weather-incident report, €350 for a three-day event forecast report and €150 for a one-day event report. Offers must not exceed these caps or fall below the applicable collective-agreement labour costs for staff assigned to the contract. All award criteria are automatic: price accounts for 49%, technical criteria 45%, social criteria 5% and environmental criteria 1%. The bid must include the required participation and conflict-of-interest declarations, the technical and financial offers in the prescribed format, and evidence supporting any claims made in the technical offer.
