Compliance requirements
The bidder may be excluded if it, or a person in its management, supervisory or control bodies or authorised to represent or control it, has a relevant conviction within the past five years or remains subject to an exclusion period for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or human trafficking. Exclusion may also apply where the bidder has failed to pay taxes or social security contributions, or where entering into the contract would breach an international or Estonian government sanction. The bidder is asked to declare whether any of these grounds apply. Where permitted, it may provide evidence of measures taken to restore its reliability. For Estonian tax debts, the notice states that a certificate is not issued where the debt is under EUR 100 or payment has been deferred; foreign bidders are assessed under the law of their country of establishment.
