Supply of plants for the City of Saint-Herblain

Summary

The City of Saint-Herblain is procuring, in six lots, trees and shrubs, perennial plants, bulbs, annual plants, Christmas trees and plant decorations, and biennial plants. The contract is a single-supplier framework agreement with no minimum quantity or value. It runs for one year and may be tacitly renewed three more times for one year each; the overall maximum value is EUR 344,000 excluding VAT. The annual ceilings for the lots are EUR 40,000, 10,000, 15,000, 7,000, 7,000 and 7,000 excluding VAT, respectively. Bids must be submitted electronically by 12:00 on 4 November 2026. Evaluation assigns 40% to financial analysis, 45% to technical merit and 15% to sustainable-development performance. Technical proposals will be assessed, among other things, on how they ensure plant quality and traceability, sourcing or self-production, the assigned staff and, for certain lots, the suitability of the production location’s soil and climate.
