Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

A contract will not be awarded to a bidder with outstanding national tax, payment or environmental charge debt within the meaning of Estonian tax law, or with tax or social security contribution arrears under the law of the bidder’s country of establishment. A bidder established outside Estonia must provide a valid document from the competent authority in its country confirming that it has no tax arrears. For a joint bid, evidence that the exclusion grounds do not apply must be provided for every member of the joint bidding group.

Qualification criteria and exclusion grounds

The bidder’s net turnover in programming (EMTAK 2025, division 62: programming, consultancy and related activities) in the most recently completed financial year before the procurement began must be at least EUR 200,000 excluding taxes. If this information is not publicly available, the bidder must submit the approved annual accounts for the relevant financial year or signed extracts showing the turnover in that activity. The bid must include a project plan describing the required work, project management and development methods, a month-by-month schedule with responsible persons for each activity, interim and final deliverables, a stage-by-stage development budget and total project cost, and a payment schedule aligned with the contractual completion deadline. It must also include a risk analysis covering methodological approach, stakeholder involvement, the team, the schedule and other significant risks, with each risk’s significance and likelihood, mitigation measures and responsible persons. The technical description must enable the contracting authority to verify compliance with the stated requirements. The project plan will be assessed under the “Service quality” award criterion and its subcriteria; the assessment methodology is set out in a separate document. The bid price must follow the structure specified in the “Award criteria and measurable indicators” worksheet. By submitting a bid, the bidder confirms acceptance of all procurement-document conditions; conditional bids are not permitted.
