The contracting authority will exclude a bidder if any exclusion ground under §95(1) or §95(4)(8) of Estonia’s Public Procurement Act applies.

The bidder must name the responsible specialists for contract performance and provide information about their professional qualifications: - The water and sewer pipeline designer must hold at least a level 7 diploma as a water supply and sewerage engineer, specialising in external water supply and sewerage and competent to prepare projects for these systems. - The pavement restoration designer must hold at least a level 7 diploma as a civil engineer specialising in road construction and maintenance, with competence to prepare road construction projects, or specialise in roads and be competent to prepare projects. For qualifications obtained abroad, the bidder must provide a certificate issued by the competent authority under the Foreign Professional Qualifications Recognition Act confirming that the qualification meets the requirements. For a joint bid, the joint bidders must appoint an authorised representative from among themselves and include the power of attorney with the bid. The bidder must identify any trade secrets in the bid and explain why the information qualifies, or state that the bid contains no trade secrets. The bid must accept all tender-document conditions and must not be conditional. The price must follow the specified structure, and the completed Annex 3 price form must be submitted.
