Wood shavings supply for Mâcon City Equestrian Centre

Summary

Mâcon City is seeking a supplier of wood shavings for its equestrian centre under a framework agreement awarded to a single supplier. The initial term is 12 months, with three possible 12-month extensions, for a maximum total term of 48 months. The annual maximum is €40,000 excluding VAT; prices are unit rates and purchases will be made through purchase orders. The estimated quantity is 1,000 bales per year, with planned bale dimensions of 80 × 40 × 30 cm. The centre’s indicative annual use is 18,000–20,000 kg, and its storage capacity is up to 10 pallets, or approximately 500 bales. The shavings must be safe for horses, soft, non-abrasive, dust-free and free of sawdust. Individual flakes should be approximately 4 × 3 cm; the wood should be light in colour and predominantly softwood, such as spruce. Bales must be compact, easy to loosen with a fork, plastic-wrapped and rectangular. Absorbency must be 3–4 times the shavings’ original volume; when spread in a 3 × 3 m stable box, the bedding must expand to six times its initial volume. The price must include transport, unloading and putting the bales in storage. Bidders must make a mandatory site visit before submitting their offer and deliver two sample bales at their own expense by the deadline, labelled with the company’s details. Offers are evaluated on price (60%), the sample’s absorbency and technical quality (30%), delivery time (2.5%), the number of intermediaries from harvest to delivery (2.5%), and environmental performance (5%). The contract includes social and environmental conditions, including staff training on occupational risks, first aid and driving safety, and, where practicable, bulk or reusable packaging and optimised delivery routes.
