Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The ESPD requires declarations concerning exclusion grounds, including final convictions within the relevant period for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and child labour or human trafficking. It also covers unpaid taxes or social security contributions; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation, creditor arrangements, administration of assets by a liquidator or court, suspended business activity or a comparable situation; serious professional misconduct; agreements intended to distort competition; conflicts of interest that cannot otherwise be remedied; involvement in preparing this procurement that creates an unremediable competitive advantage; significant or repeated failures under previous contracts resulting in early termination, damages or comparable sanctions; false or misleading information, failure to provide required information or documents, or improperly obtaining confidential information. National grounds also cover enabling a foreign national to work without a legal basis or in breach of employment conditions, including payment below the statutory wage rate; international or Estonian government sanctions; and relevant tax offences. The tax-debt threshold is EUR 0, subject to the stated national rules under which debts below EUR 100 or deferred debts do not result in the specified tax-debt certificate. Where permitted, the bidder may provide evidence of remedial measures to demonstrate its reliability.

Qualification criteria and exclusion grounds

The bidder’s average annual net turnover in the sale of advertising materials over the last three completed financial years, 2023–2025, must be at least EUR 200,000. The bidder must provide the relevant turnover figures in the ESPD. The bid must use the buyer’s prescribed pricing format and complete all required fields, including product sale prices, short product descriptions, the discount percentage applicable to the buyer and the percentage payable to the buyer on product sales. The pricing table must not otherwise be altered. The bidder must also submit the completed product specification and price offer form and the participation statement with declarations on the buyer’s forms. Conditional bids are not permitted; submitting a bid confirms acceptance of the tender-document conditions. Before the bid deadline, the bidder must provide the required product and material samples. The bid must include a document describing the online shop’s operation and structure and explaining how it meets the shop requirements. The bidder must provide certificates, or equivalent evidence, for the food container, fleece blanket and reflector, and Fairtrade certificates, or equivalent evidence, for the specified T-shirts (men’s, women’s, children’s, organiser’s and volunteer’s), adult and children’s baseball caps, adult sweatshirts and fabric tote bags. Where an equivalent is offered, its equivalence must be explained and supported with evidence. The bidder must confirm that it will not engage covered subcontractors or suppliers subject to the specified Russian sanctions restrictions for more than 10% of the contract value, and that it will not use a subcontractor who must be replaced under the applicable procurement rules. It must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. Joint bidders must appoint an authorised representative and submit the relevant power of attorney. The bidder must identify any trade secrets in the bid and explain why the information qualifies; prices and other specified evaluation figures may not be designated as trade secrets.
