Qualification criteria and exclusion grounds
The tenderer or team members carrying out the work must have successfully completed at least one contract involving laboratory-scale experiments on oil shale ash or a characteristically similar material, aimed at developing hydrometallurgical processes to valorise the material. The contract must have been completed no more than four years before the procurement. Submit an overview of the reference in Form 2. This requirement applies to all lots.
For a joint tender, the members must appoint an authorised representative and provide a power of attorney. The tenderer must identify any information in the tender that constitutes a trade secret and explain why; tender prices and other evaluation-related figures may not be designated as trade secrets. The tender must comply with the procurement documents and may not be conditional. Where equivalence is relevant, explain it and provide supporting evidence.
The tenderer must have a valid signed unilateral or multilateral NDA with the contracting authority, or be ready to sign one before receiving the additional procurement documents in Phase 2. In Phase 1, the tenderer must confirm in an unrestricted form that it is ready to submit a detailed tender in Phase 2. A detailed tender and its price, using Form 3 supplied in Phase 2, are submitted only after qualification and signing the NDA. The machine-readable information does not specify the award criteria; check the official tender documents for them.
