Laboratory tests ordered from external laboratories

Summary

Sihtasutus Ida-Viru Keskhaigla (Ida-Viru Central Hospital Foundation) is seeking laboratory tests to be performed by external laboratories over a 12-month period, in accordance with the technical specification. The procurement has two lots: tests ordered by the laboratory service and tests ordered by the blood service. Bids may be submitted for both lots. The bidder must hold an Estonian Health Board activity licence for laboratory services, and its laboratory must operate a quality system with internal and external quality control. The bid must include a participation declaration, the prescribed price offer and a document describing test-result turnaround times. A power of attorney must be provided where the signatory’s authority is not evident from the register; joint bidders must appoint an authorised representative and submit their authorisation. Conditional bids are not allowed.

Compliance requirements

The bidder and persons authorised to represent, manage or control it must declare whether, within the last five years or while an exclusion period remains in force, they have been convicted of participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or human trafficking. Exclusion may also apply for unpaid taxes or social security contributions, convictions for enabling the unlawful employment of a foreign national or breaching the conditions for foreign nationals working in Estonia, or if awarding the contract would violate international or Estonian sanctions. For Estonian tax debts, the notice explains that a tax-debt certificate is not issued for debts below EUR 100 or where payment has been deferred. Where permitted, the bidder may provide evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

For both lots, the bidder must hold an activity licence issued by the Estonian Health Board covering laboratory services. The bidder must provide the licence number; the contracting authority will verify it in the Health Board’s register. The bidder’s laboratory must have an operational quality system, including internal and external quality control, and must provide relevant quality indicator results if requested. The bidder must also submit the required participation declaration (Form 1), a completed price offer (Form 4), and a document stating the turnaround times for the test results. If the person signing the bid is not listed as authorised to represent the legal entity, a power of attorney (Form 2) must be submitted. Joint bidders must appoint an authorised representative and submit their joint-bidder power of attorney. Conditional bids are not permitted.
