Compliance requirements
The tender passport asks bidders to declare whether the bidder or its relevant representatives have grounds for exclusion, including convictions for criminal organisation, corruption, fraud, terrorism-related offences, money laundering, terrorist financing, child labour or human trafficking; unpaid taxes or social security contributions; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation, creditor arrangements or suspended business; serious professional misconduct, anti-competitive agreements or unresolved conflicts of interest; involvement in preparing this procurement; serious problems with previous contracts; false or misleading information, failure to provide required information or documents, or attempts to obtain confidential information or improperly influence the procedure. It also covers unlawful employment of foreign nationals, international sanctions, tax offences, applicable local tax debt and restrictions on participation based on the bidder’s place of establishment. Where a ground applies, the bidder may provide information on remedial measures where permitted.
Qualification criteria and exclusion grounds
The bidder must have completed at least one contract during the 120 months preceding the procurement notice for a study of the business, economic or financial environment. The study must have included data-based analysis of such an environment and work on different development scenarios. Provide a list describing the contract, its dates, the other contracting party and its contact details, and the procurement reference number if applicable. The contracting authority may contact the other party to verify the information.
The team must include at least one expert who, during the ten years preceding the notice, participated as a responsible or core team member in preparing a study meeting the above description, and at least one expert with a master’s degree or equivalent qualification in architecture, planning, landscape architecture or urban studies. One person may fill both roles if they meet both requirements. Submit the experienced expert’s project name and description, role, project period and a contact person; for the education expert, submit evidence of the required qualification. For qualifications obtained abroad, provide a competent authority’s evidence of equivalence to the required Estonian education level.
The bid must include a service delivery plan covering the full work process and timetable, activities and interim results, coordination, methods and data with their purpose, and cooperation and stakeholder engagement arrangements. The bidder must confirm compliance with the procurement documents; conditional bids are not permitted. Submit the total price in the specified evaluation-sheet structure, in euros to two decimal places, including all costs required for the work. Joint bidders must appoint an authorized representative and provide a power of attorney; they are jointly and severally liable for contract performance. Identify any trade secrets and justify their designation; the total price and other specified evaluation figures may not be marked as trade secrets.
