Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The tenderer must declare whether it or its relevant management, supervisory or representative persons have final convictions within the last five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or the use of child labour or other forms of human trafficking. The notice also identifies unpaid taxes or social-security contributions as grounds for exclusion; the stated threshold is EUR 0, with an explanatory note that Estonian tax-debt certificates are not issued for debts below EUR 100 or where payment has been rescheduled. Other grounds include serious or persistent breach of an earlier public contract resulting in early termination, damages or comparable sanctions; enabling the unlawful employment of a foreign national; being subject to an international or Estonian government sanction that would make contract award unlawful; and being ineligible to participate under a restriction based on the tenderer’s country of establishment or residence. Where applicable, the tenderer may provide information on measures taken to restore its reliability, subject to the conditions stated in the procurement documents.

Qualification criteria and exclusion grounds

The tenderer’s net turnover in the most recently completed financial year must be at least EUR 41,000. Joint tenderers may aggregate their turnover. The tenderer must also have completed, during the 36 months preceding the start of the procurement, at least one contract involving road pavement structural bearing-capacity measurements using an FWD device and processing of the measurement data, with a contract value of at least EUR 20,000 excluding VAT. On request, the tenderer must provide the client’s confirmation of the work, its completion period and value. The tenderer must have, or be able to use for contract performance, an FWD device meeting all these requirements: at least seven deflection sensors positioned 0, 300, 600, 750, 900, 1,200 and 1,500 mm from the centre of the loading plate; a 300 mm loading-plate diameter; a force applied to the plate of 50 ± 10% kN during measurements; temperature sensors capable of measuring air, pavement-surface and pavement-internal temperatures; regular comparison of thermometers against a reference thermometer; on-site recording, processing and storage of results using the measurement unit and a connected computer; and a GNSS-enabled GPS system with positioning accuracy of up to 20 cm. The tenderer must identify and describe the device. On request, it must provide the manufacturer’s technical specification and evidence of ownership or an agreement confirming availability for the contract period. The person responsible for carrying out the measurements must have at least three years’ work experience in measuring road pavement structural bearing capacity or in the specified related pavement surveys: IRI evenness, pavement texture, rut depth, or video- or laser-based pavement-defect inventories. The named project manager must have acted as the responsible person on at least one similar contract during the last five years, with at least one such contract valued at EUR 20,000 excluding VAT. Submit the project manager’s CV, including roles, contract names and descriptions, periods and values, together with client evidence supporting the stated experience. The contractor must use a project manager meeting the requirements set out in the draft contract and provide the required experience documents after contract award. The tenderer must confirm acceptance of the procurement conditions and submit a completed price breakdown in the prescribed Excel file, with all required price cells completed and amounts stated in euros to two decimal places; the file must not be altered beyond what is necessary to fill it in. The tenderer must identify and justify any information claimed as a trade secret; prices and other specified evaluation-related numerical information may not be designated as trade secrets. For a joint tender, submit a signed power of attorney appointing the representative and separate ESPD documents for each joint tenderer. Provide the names and personal identification codes of authorised representatives not visible in the relevant commercial-register extract, or confirm that there are none. No award-scoring method is specified in the provided documents.
