Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

Tenderers originating from third countries are excluded. For this procurement, a third country is one that is not an EU or EEA member, a party to the WTO Agreement on Government Procurement, or a country with which the EU has a reciprocal free trade agreement containing public procurement provisions. The tenderer must state its country of origin, meaning the country where the company is registered.

Qualification criteria and exclusion grounds

The tenderer’s annual sales revenue must have been at least EUR 400,000 in each of the three financial years 2023, 2024 and 2025. For tenderers established outside Estonia, the contracting authority may request signed financial statements or equivalent evidence. The tenderer must have delivered at least one injection moulding machine to a customer during the 36 months before publication of the contract notice. The tender must identify the customer and provide contact details, a short description of the machine and the acceptance date (month and year). The tender must include a comprehensive price offer or bill of quantities showing the proposed solution, equipment specifications, scope of work and pricing structure. The tenderer must complete Annex 1, the technical requirements form, and submit the relevant technical specifications. Any claimed equivalence to specified requirements must be explained and supported by evidence. For a joint tender, the tenderers must appoint an authorised representative from among themselves and provide the power of attorney. The tenderer must confirm unconditional acceptance of the procurement document requirements, the specified payment terms and the contractual penalties. Conditional tenders are not permitted. The price offer must follow the prescribed structure. Any information identified as a trade secret must be justified; total and partial tender prices and indicators used for evaluation may not be classified as trade secrets. The tenderer must be able to respond to a fault notification within two working days, between 08:00 and 16:00 Estonian time on working days. During the warranty period, when needed, an onsite technician must arrive at the buyer’s premises within five working days of notification. Remote diagnostics must be available where needed. A service representative responsible for maintenance and technical support must be located in Northern Europe throughout contract performance and the warranty period, and must be ready to provide services there no later than equipment handover. The tenderer remains responsible for these services even if they are provided by a representative or partner. The warranty must last at least 24 months from acceptance, be included in the total tender price, and remain valid without a separate service agreement or dependence on the machine’s shifts or operating hours. The offered warranty period must be stated. Including a linear robot and safety fence is optional and is not a mandatory compliance requirement. No award-scoring criteria are specified in the provided documents.
