Compliance requirements
The bidder must confirm that none of the following grounds for exclusion apply. The contracting authority will exclude a bidder if the bidder, or a member of its administrative, management or supervisory body, an authorised representative, or another person empowered to represent, make decisions for or control it, has been convicted of participation in a criminal organisation, breach of duty of honesty, corruption, fraud, terrorism or a related offence (including incitement, aiding or attempting), money laundering or terrorist financing; enabling a foreign national to work without legal grounds or enabling a breach of the conditions for a foreign national’s employment in Estonia, including payment below the statutory wage rate; or unlawful use of child labour or human trafficking. Exclusion also applies where the bidder has outstanding state tax, payment or environmental charge arrears, or tax or social security contribution arrears under the law of its country of establishment, or where concluding the contract would violate an international or Estonian government sanction. These grounds apply to all lots.
Qualification criteria and exclusion grounds
These requirements apply to all lots.

Submit a confirmation and the developer’s CV, stating their years of experience and details of similar projects. For each project, provide its name, client, start and end dates in month/year format, and the technologies used. Developer competence is used in the evaluation; the supplied text does not specify the scoring details.
- For a joint bid, the joint bidders must appoint an authorised representative and include the authorisation in the bid. The bid must comply with the procurement documents; conditional bids are not permitted. The price must follow the structure specified in the pricing schedule.
