Compliance requirements
A bidder may be excluded if it has outstanding national tax or social security contribution debts under the applicable rules. The seller may also exclude a bidder that has materially breached a contract with the seller during the previous 12 months. The seller may check the bidder’s financial standing, payment conduct and background using publicly available sources, and may refuse to select a bidder with significant tax debt, payment defaults, bankruptcy or restructuring proceedings, or other circumstances that could affect proper performance of the contract.
Qualification criteria and exclusion grounds
The bidder must submit a valid waste permit covering the collection and transport of metal waste, including the relevant transport area (Ida-Viru County, nationwide, or the applicable counties, depending on the destination). If subcontractors are used, their details and confirmation of consent to perform the subcontracted work must be provided.
The offer must state a unit price in euros per tonne and a total price excluding VAT. The price must cover the scrap metal and all costs of processing, loading, weighing, removal, waste handling, site clearance and the other work required under the tender documents. Conditional offers are not allowed, and each bidder may submit only one offer. The offer is binding from the submission deadline until the sale contract is signed or the sale procedure ends.
The successful offer is the one that produces the highest total amount of revenue for the seller. The buyer must pay 100% in advance against the seller’s advance invoice within seven calendar days. Processing and removal may begin after full payment has reached the seller’s account. Removal must be completed within 45 days of signing the contract unless the parties agree otherwise in writing.
The buyer bears the costs and responsibility for processing the material; disposing of oils, lubricants, rubber products and other waste in accordance with applicable requirements; meeting environmental, fire and occupational safety requirements; loading and removing the material; completing weighing and sale documents; clearing and restoring the site; handing it over to the seller’s representative; and collecting small scrap pieces from the loading area with a suitable magnet. The seller sets the processing schedule. Processing and removal take place on the seller’s working days between 08:00 and 16:00; no interim storage is provided. Weighing takes place on the mine’s weighbridge, and the final amount is based on the actual weighed quantity. The buyer must prepare a site handover and acceptance record after removal. The seller will arrange a site visit at a predetermined time; visitors must comply with the mine’s safety rules.
