Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The contracting authority will exclude a bidder if any grounds under § 95(1), § 95(4)(prim) or § 95(4)(8) of the Estonian Public Procurement Act apply. It may also exclude a bidder under § 95(4)(8). The bidder must confirm that none of the stated grounds apply. A bidder may also be excluded if it is not entitled to participate because of a restriction imposed by the contracting authority based on the bidder’s place of establishment or residence, as provided for under § 95(4)(12) and § 7(3) of the Act. The bidder must confirm whether such a restriction is breached.

Qualification criteria and exclusion grounds

The bidder must hold a valid activity licence issued by the Health Board for providing occupational health services and maintain it throughout the contract. Any subcontractor directly involved in delivering the services must also hold a valid licence. The bidder must identify the licence number; if the licence cannot be verified in the Health Board’s public register, a copy must be provided at the contracting authority’s request. During the 36 months preceding the start of the procurement, the bidder must have completed at least one occupational health services contract under which health examinations were carried out for at least 500 employees. If the contract began earlier or is still in progress, the bidder must state the number of employees examined and the contract value completed during the 36-month reference period. The bidder must submit the contract list using Form 2 of the procurement documents and complete all fields. The services must be provided in Tallinn. The bidder must state the service locations and the name of the occupational health physician who will fulfil the contractual obligations on its behalf. Joint bidders must register as joint bidders in the procurement register, appoint an authorised representative and submit the power of attorney using Form 1. They must also provide each member’s confirmation that no exclusion grounds apply and describe the size and nature of the contract part performed by each member. The offer must accept the conditions in the procurement documents and framework agreement; conditional offers are not permitted. The bidder must submit its price in the required structure and provide unit prices using Form 3, completing all required rows and columns without changing designated fields. The offer must be submitted by a legal or duly authorised representative; where the submitter is not the bidder’s statutory representative, a digitally signed power of attorney is required. If subcontractors are planned, the bidder must identify them in the register and submit Form 4. The bidder must identify any information claimed as a trade secret and explain why, but may not classify the price or specified evaluation-related figures as confidential.
