Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder may be excluded if it, or a person with management, supervisory or representative authority, has a relevant final conviction within the preceding five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or human trafficking. Exclusion grounds also include breaches of tax or social security payment obligations, including tax debt (with the stated exception where the debt is below EUR 100 or payment has been deferred); breaches of environmental, social or labour-law obligations; bankruptcy, insolvency, liquidation, suspended business activity or comparable proceedings; serious professional misconduct; agreements or conduct distorting competition; an unmanageable conflict of interest; involvement in preparing the procurement where resulting competitive distortion cannot otherwise be avoided; and significant or persistent failures under previous contracts resulting in early termination, damages or comparable sanctions. A bidder may also be excluded for submitting false or misleading information, withholding required information or documents, improperly seeking confidential information or influencing the contracting authority, enabling unlawful employment of a foreign national, being subject to international sanctions, or having a legal representative convicted of tax offences. Where permitted for the procurement, the bidder may provide evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

The following qualification and compliance requirements apply to all four lots: - The bidder must hold professional liability insurance with cover of at least EUR 100,000. It must confirm in the tender passport that the insurance is in place; the contracting authority may request a copy of the insurance policy. - For a bid for one lot, the bidder must have provided indoor cleaning services within the 36 months before the procurement began at least once at a site with a cleaning area of at least 3,000 m². For a bid for two or more lots, it must have provided such services at least once at a site with a cleaning area of at least 6,000 m². The bidder must describe the site and provide the contract date and the other party’s name, registration number and contact details. - The bidder must name a site supervisor holding a level 5 vocational qualification as a cleaning work supervisor, property maintenance master or valid property maintenance supervisor. A copy of the qualification certificate must be provided if requested. - Before services begin, the bidder must train the personnel who will provide them on environmental impacts, including correct dilution and dosing of cleaning products, wastewater disposal and waste separation. Evidence of the training must record its date, trainer, participants and topics. - During the contract, the bidder must monitor and record compliance with the proposed environmental indicators for at least one full working day every four months. Records must cover cleaning-product quantities, EU Ecolabel status and dilution rates; cleaning equipment type and reusability; water use and disposal; and solid-waste quantities and separation. The bidder must use products according to instructions, use EU Ecolabel or equivalent Type I ecolabel products where possible, minimize disposable equipment, use water efficiently, reduce solid waste and separate waste. This monitoring procedure is not required where the bidder has an ISO 14001-certified or EMAS-registered environmental management system, or an indoor cleaning ecolabel that includes reporting and environmental impact reduction objectives; evidence of the relevant system or ecolabel must then be provided. - The bidder must provide a list of cleaning products used during the contract and evidence that they meet EU Ecolabel criteria 1 and 4 for hard-surface cleaners. Products bearing the relevant EU Ecolabel require the certificate; otherwise, a conformity audit by a conformity assessment body or independent auditor is required. - The bidder must list the hand soaps and provide evidence that they meet the EU Ecolabel requirements for rinse-off cosmetics under Commission Decision 2014/893/EU or 2021/1870. A relevant ecolabel certificate is sufficient; otherwise, a conformity audit by a conformity assessment body or independent auditor is required. - The bidder must list the tissue-paper products to be supplied and provide evidence of compliance with the EN ISO 14024 Type I ecolabel or an equivalent European standard. An ecolabel certificate is sufficient; otherwise, a conformity audit by a conformity assessment body or independent auditor is required. - The bidder must confirm that textile cleaning accessories are made of microfibre or meet the EU Ecolabel criteria for textile products, and provide a product list and supporting evidence, such as technical documentation, a product sheet or an ecolabel certificate. On delivery, the bidder must also provide written instructions for using and washing the accessories. This is identified as a recommended environmental criterion. - The bidder must confirm that it will not use, for more than 10% of the contract value, subcontractors or suppliers who are Russian nationals, residents or entities established in Russia, entities more than 50% directly or indirectly owned by such persons or entities, or persons or entities acting on their behalf or under their instructions. Offered goods must not be subject to international sanctions or originate from sanctioned regions. - The bid must comply with the tender documents and use the prescribed price-submission structure; conditional bids are not permitted. Equivalent solutions may be offered where the bidder explains the equivalence and provides supporting evidence. Joint bidders must appoint an authorised representative and include the relevant power of attorney. Any claimed trade secrets must be identified and justified; prices and evaluation-related numerical indicators may not be classified as trade secrets. The machine-readable notice and supplied documents do not specify the award-scoring method; check the official tender documents for the applicable award criteria.
