Design for the Reconstruction of the Main Building of Tähtvere Manor

The bidder must confirm that neither it nor its relevant representatives are subject to exclusion grounds, including final convictions within the relevant period for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or human trafficking. Grounds also cover unpaid taxes or social security contributions, breaches of environmental, social or labour obligations, bankruptcy or comparable insolvency situations, serious professional misconduct, anti-competitive agreements, conflicts of interest that cannot otherwise be avoided, involvement in preparing the procurement where this creates an unavoidable distortion of competition, and serious or repeated failures under previous contracts. Exclusion may also apply for false or misleading information, failure to provide required information or documents, attempts to improperly influence the procurement, enabling unlawful employment of a foreign national, being subject to international sanctions, or relevant tax offences. The notice also states that, in Estonia, a tax-debt certificate is not issued where the relevant tax debt is below EUR 100 or payment has been rescheduled. Where permitted, the bidder may provide evidence of remedial measures taken to restore its reliability.

The bidder must have properly completed, during the 48 months preceding the procurement, at least one similar principal design contract for a protected building or a historic building under heritage protection. The project must have included a reconstruction design, with a reconstructed area of at least 500 m². The bidder must provide the contract list, including the client and contact details, a description demonstrating the required experience, the enclosed net floor area and the contract period; for contracts awarded through public procurement, the procurement reference number must also be given. The client’s confirmation may be requested. The design project manager must have relevant education, at least level 7 construction engineer qualification for preparing building construction designs, at least five years of proven lead-design experience, and experience managing the design of a reconstruction project for at least one protected monument or historic building of at least 500 m². The delivery team must include: an authorised architect expert, level 8, with experience preparing at least one reconstruction design for a protected monument or historic building at least to the main design stage; a certified construction engineer, level 7, for building design, with experience designing the reconstruction or strengthening of an existing historic building with timber and/or stone structures; an HVAC engineer, level 7; an electrical engineer, level 7; an authorised automation engineer, level 8, specialising in building automation and competent in design; a security systems designer, level 6; a water supply and sewerage engineer, level 7; a fire safety expert, level 6; a building acoustician with relevant higher education and at least three years of experience preparing building acoustics designs; and a BIM coordinator/model-design specialist with experience preparing or coordinating a multi-discipline combined BIM model at least to the preliminary design stage, including coordination of clashes between disciplines. Designers for architecture, structural engineering, interior architecture and landscape architecture must also hold a heritage-protection competence certificate relevant to the monument category or a professional qualification that includes the relevant heritage competence. Required qualifications must be valid on the bid submission deadline and throughout contract performance. The bidder must conduct a mandatory site visit by arrangement and submit evidence of the visit. It must have professional liability insurance with a limit of indemnity at least equal to the bid price, or undertake to conclude such insurance and provide it by the deadline stated in the works contract. The price proposal must follow the structure in Annex 3. Conditional bids are not permitted. The bidder must confirm that it will complete the service within the deadlines in the tender documents and accept set-off of penalties from the contract fee if delay is attributable to the contractor. Joint bidders must appoint an authorised representative and provide the relevant power of attorney.
