The successful bidder must have no exclusion grounds under section 95(1) of the Estonian Public Procurement Act. The notice requires the bidder to confirm that these grounds do not apply.

The bidder must have completed at least two contracts for the supply and installation of comparable X-ray equipment during the 36 months preceding publication of the contract notice. The equipment must be intraoral X-ray equipment and/or cone-beam computed tomography (CBCT) equipment. The bidder must provide the equipment type, buyer details and contract completion period for each contract. The bidder must have the right to represent and sell the offered equipment in Estonia, evidenced by a document from the manufacturer or an authorised supplier. The bidder must also demonstrate competence to maintain the equipment. The bid must include a technical offer describing the proposed equipment and references to supporting materials that demonstrate compliance. The referenced materials must also be provided. The bidder must submit maintenance plans listing the work, timing and frequency for both the warranty period and the period after the warranty. The financial offer must follow the prescribed structure and include completed unit prices and totals. The bidder must confirm that the offer complies with the tender documents. Where an equivalent product or solution is offered, the equivalence must be explained and supported with evidence. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. The bidder must confirm that subcontractors and suppliers accounting for more than 10% of the contract value are not Russian citizens or residents, entities established in Russia, entities more than 50% owned by such persons or entities, or representatives or persons acting on their instructions.
