Supply of hand and skin hygiene soap

Summary

Braga Local Health Unit is procuring hand and skin hygiene soap in two lots: an estimated 8,500 litres for non-clinical areas in Lot 1 and 24,000 litres for clinical areas in Lot 2. The ceilings excluding VAT are €95,625 and €120,000 respectively, or €215,625 in total. Quantities are estimates and the buyer is not required to purchase the full amounts. Lot 1 soap must be dispensed as foam, be biodegradable and microplastic-free, have a pH of 5.0–7.0, and be dermatologically tested; it must be supplied in sealed, single-use 750–1,300 ml refill cartridges. The supplier must provide 1,700 dispensers free of charge and remove the existing units and install the new ones within 60 working days after contract signature. Lot 2 soap is for clinical areas and must be supplied in single-use 500 ml bottles, be colourless, and contain no fragrances, dyes, antimicrobial agents, soap or parabens; the bottles must fit the existing holders. The supplier must provide one free dispenser for each bottle purchased and install new holders if needed. Detailed technical requirements for the products and dispensers are set out in the tender documents. Bids must include product data sheets and the soap safety data sheet, prices, delivery time and the required samples. Delivery must take no more than 5 days from receipt of an order; failure to provide samples makes a bid inadmissible. Price is the sole award criterion. The bid deadline is 11 October 2026 at 17:00, and bids must remain valid for 120 days. The contract documents state that the contract runs until 31 December 2028.
